Chrysler Repair: 96 t & c dead short to ground, clock spring, negative cable


Question
I had a bad multifunction switch for my signals/wipers.  I bought a new one from Chrysler.  Took the old one out and put the new one in.

Now I have get 12 volts when I measure the voltage between my disconnected negative cable and the negative post!

The only thing I may have done bad was, when I connected the negative cable after installing the switch, I had the key in the run position!!  STUPID, I know.

I pulled all the fuses and connectors out of the PDC and the problem does not go away.

Does this mean I fried the starter?

The vehicle is stock as rock except I taped two quarters to each door jam so the door switch would let the dash illuminate while I was driving.

I did replace the clock spring at 28,000 the van now has about 140,000 on it.

first of all  u are gonna get 12 volts  by doing what u did here.Now I have get 12 volts when I measure the voltage between my disconnected negative cable and the negative post!

u completed the vans circuit  so yeah u will get 12V. Next question  what is the issue any way  u have not told me.
