Chrysler Repair: T&C electrical problems:abs, blower, blinkers, seats, chrysler town and country, fuse box

Question
I have a 1998 Chrysler Town and Country with a 3.3L engine.  I have been having problems with the electrical system for some time now.  At first, I thought the recall on the clockspring was the problem (which we will have replaced on Friday this week).  But, two days ago, my son told me that now our turning signals, Fan blower is not coming on and the Driver seat electronics are no longer working.  Also, the ABS light has come on and stays on when car is started.  To let you know the history of our car.  We had an engine replaced in our vehicle a couple of years ago.  Didn't have any electrical problems then.  Only the window from the driver's side was sticking.  It would only work intermittently.  Not it doesn't work anymore.  You can still hear the motor but doesn't make the window move.  The other thing is last year my son said he was driving and seen smoke coming out of the vents.  But it stopped once he turned off the radio and the fan.  Everything was ok until recently.  I replaced the battery.  Checked the fuses.  They seem to be okay.. Can you help me?

Answer
Hi Melissa,
I just saw your question in the "pool". I would take a look at fuse #12 in the fuse box under the dash on the left side. It provides power to the controls of the systems that are giving you a problem. If it is not blown (look at it carefully, the wire might be cracked) then verify that the ignition switch in the "run" position is applying 12V to the fuse, by means of a voltmeter or simple voltage test light placed between the fuse and a shiny structural surface nearby. If there is no 12V present then the ignition switch is faulty.
