Chrysler Repair: Fans Not working AND an Oil Leak, upper radiator hose, temperature guage


Question
The Fans on my Chrysler Neon 2.0L 16V do not appear to have ever worked.  I have checked the upper radiator hose which is hot and tried switching the A/C on to see if this would make the fans come on.  They didn't.  The engine coolant level is fine and there is not leak in the system.  The temperature guage never goes above 1/2 way, but boy is the engine hot.  What's the cause of this?

The second question relates to a minor oil leak.  This appears to be coming from the top of the engine and is leaking down the side (GB model), so this would be the passenger side into a recess at the base of the engine.  I can't actually see exactly where the leak is from, but I am concerned.  How easy would it be to access the seals, replace them and reassemble.  I am not a mechanic, but I am fairly good at spotting problems and solving them.

I truly doubt that the fans had never not worked in its life of the car. The temp gauge is the system is working right wont go past the middle.Normal temp is 200 to 220.
As for the oil leaks  u will simply haft to look around and see whats leaking  this is something that I can not tell u whats leaking over the internet.
The head gaskets have been probs in the past.
