Chrysler Repair: Radiator fans wont go:00 Cirrus, mt2500 scanner, rfi suppression

QUESTION: I have a 2000 cirrus 2.5 liter, neither radiator fan is coming on, i plugged into mt2500 scanner, and was able to cycle the relays for high and low fan and heard them open or close but did not see fans come on, i tryed turning a.c on to see if they would work, no luck, i checked fuses and #10 fuse for relays has power with key on and the fuse is good, i checked #19 40amp fuse and swapped with another fuse, and checked for power at it and had power,  I also was able to see my coolant sensor read 5v when i unplugged it and with car running i monitored it and it was about 3.3v, and the warmer the car got the more it dropped, i shut car off at about 221 degrees and the senser was around 2.v,  no idea why these fans wont come on, seems like every where that should have power does?  I also noticed, maybe unrelated, that occassionally when i try to start the car, it does nothing, you have to cycle key 3 or 4 times to get starter to go, cleaned y\up grounds but no help?   please help me.

ANSWER: Hi Greg,
I would verify that you are getting 12V to pins 2 or 3 at the fan motor assembly (low or high speed relay outputs) after the relays have been heard to close, and if you have that and a good ground to the left strut tower from pin 1 then you have to suspect the fans are bad. The RFI suppression module could be involved (I am not certain how to test it) so see if you can by-pass that and get the fans to run via direct jumpers which by elimination if they do run that way would say the RFI is the cause.

QUESTION: Thanks for the quick response.  If i am to run jumpers, you lost me on the pin #;s  the fans wires loop together an go into a plug, do i unplug it there and try to figure out which is hot and just put 12v to it, not sure if that is where i can run the power.  it looks like both fans wires end up at this plug, love to know what the wires in that plug do?  then i could ground one and power one and they should come on?  Also did you have any tips for the starter question ihad.  i tryed cleaned terminals?

Hi Greg,
The fan plug has 3 pins, and if you can see the wires that go to each pin one outside pin has the black one and it is  the common ground, the middle (dark green/light green) goes to the low speed fan, and the other outside pin (yellow/violet) goes to the high speed fan. So jump accordingly. The pins of the plug may show the numbers.
On the starter, I would check to see if you are getting a soft click from the starter relay or not when it won't fire up. If not, then check the function of the park/neutral switch on the transmission or better first check the ignition switch itself to see if it is putting out 12v on pin 81, (yellow/orange or yellow/red wire) at the relay socket, and if it is then the park/neutral safety switch on the range switch on the front of the trans is probably bad (it should show ground on pin 5 of the 10-pin when in park or neutral)
