Chrysler Repair: 2001 PT Cruiser fan relay diagnosis, full radiator, check fuse

I am having the common problem with PT Cruiser overheating. There is circulation in the radiator and the thermostat opens. There are no external leaks and the cooling system passes the pressure test. Radiator cap is new.  I have test lights, ohm meters etc. Is this a 2 speed fan? Should the fan run after the car is turned off? (mine does not) The fan runs on and off at normal temp but not when the car overheats (with full radiator) or after it is turned off after overheating. How do I diagnose the 2 speeds on the fan? Where are the fan relays and can I safely use a jump wire to test the relay and fan? I see one temp sending unit under the thermo housing. Are there more? How do I test it? Them? any other hints would be appreciated.

check fuse 5 40 amp for the power for the high speed. if good then with the ohm meter disconnect the pcm connector 2 find pin 69 and then measure for a good path from pin 69 dk blue/PK
to the high speed fan relay. Want to make sure the PCM can supply the ground for that relay. Possible relay,PCM,wire
