Chrysler Repair: no fuel pump, blowing starter fuse, 30 amp fuse, mood point

QUESTION: I drive a 2000 neon. It started by blowing the 30 amp starter fuse under the hood and now the fuel pump doesn't run. took it to the shop 2 weeks in a row, his fix for the starter was to loop a wire in the fuse plug which worked until now and he told me the wiring was the issue with the pump and he had fixed it. what am i looking for?

ANSWER: a short to ground or a motor shorting out the fuse.I live in the Atlanta area if u would like I can look at this for you.

QUESTION: Hello again Kevin;
 I changed the starter on my neon as it seems to be the root of a lot of different issues. This made no difference,I also cleaned up and repaired some very nasty looking grounds under the hood, one near the right strut mount and the other from the battery to body. Also tested for current to starter fusse under hood and nothing but of course there's lots of power to the starter itself. Also checked the wiring goint to the under hood fuse box and all connections look good.

 All the usual dash lights come on when i turn the ignition on , all lights and all other accessories are working fine. I unfortunatly don't live in your area,I'm in Canada or I'd love for you to have a look at it. Is there anything else you can think of? HELP!!!

if there is a short to ground on a fuse ckt  messing with a ground wire is a mood point it is suppose to go to a ground  that why its called a ground wire. U are looking for a part or a wire that is touching metal that has power 12 volts on it and when it touches the metal it will blow the fuse  that is a short to ground. A part like a starter or fuel pump can also cause this by drawing to many amps   over 30 in this case  and then blowing the fuse. Your 30 amp fuse is quite a bit more then just the starter   if u can get a hold of a manual u will see  it goes to the starter relay then to the ign switch and then branches off to 2 other ckts and thus many mpre things that can cause this.
