Chrysler Repair: 1996 Sebring Convertible cranks but fuel pump doesnt come on, fuel pump relay, negative terminals

I have a 1996 Sebring convertible that won't start. It cranks but the fuel pump doesn't come on.

I pulled out the fuel pump relay and jumpered pin 30 and 47 and nothing happened. I checked out fuses #1, 5, and 10 (which should be always hot) and I got no power there. I checked out fuse #8 and with the key on I got power. I also cleaned the positive and negative terminals as they connect from the battery.

Still nothing improved at the fuses. Do you have any ideas as to what I should try next. Thank you for your help.

I am having a little trouble with your history because of two things:
Please distinguish between whether fuses 1,5, 8, and 10 are in the power distribution center under the hood or in the junction block under the dash. It leaves me uncertain otherwise that we are on the same page. For example my manual shows that 10 in the PDC is hot in the start and run only, and that 1 of the PDC is hot only when the ASD is closed.
The contacts for the fuel pump relay are shown to be 27 and 35 in the manual that I am limited to work with, the '98 covertible, rather than the '96. Do you know if the circuits were changed between the years?
Please let me know what wiring diagrams you are working from.
