Hi Carl,
I assume then that you want to change the serpentine belt that drives the generator and power steering pump (the other belt just drives the AC). To do that the manual states: There is an adjustable tensioner pulley located on the front timing belt cover (you will see that pulley between and to the rear of the generator and power steering pump).  Loosen the tensioner pulley lock nut (that is the nut on the pulley shaft). Then you have to raise the right front of the car on a jack to get access to a shield behind the wheel which protects the belt area from splashing of road water from the wheel onto the belts. There are two push clips that hold the shield in place and you can then remove it from the engine cradle which gives you access to the tensioner adjusting bolt which when turned will move the shaft of the tensioner and release the belt tension. You then can replace the belt. Tighten the tension bolt to the extent necessary (note the deflection of the old belt when you depress it between the crank pulley and the tensioner pulley, then return the tension to at least that degree of deflection when you put on the new belt. Otherwise you have to buy a tensioner gauge and adjust it to 150 pounds. Typically a deflection as measured with a straight edge should be about 1/4 inch when pressed with a force of about 10 pounds midway between the pulleys). Then install the lower airshield. Then lower the vehicle. Finally tighten the locking nut on the tensioner puller shaft.
