Where is the fan relay located on a 2003 Town & Country

Hi TJ,
The relay is now a solid state device and it is found on the left side frame rail, adjacent to the lower radiator support member. It is put there to dissipate heat from the device, rather than to put it in the electrical distribution box. You might inquire at the dealer whether there is a recall on the item, because that did occur in the later 90's. So you might get it for free if yours has failed.
