Chrysler Repair: 99 van wiper problem: wont shut off, multifunction switch, tracer wire

I have a 99 chry town and country, the wipers run non stop. I have replaced the wiper motor, multi function switch and both relay's problem still persist's, I did some electrical test's and discovered that by disconnecting the small green and yellow tracer wire at the wiper motor harness I can turn the wipers on and off, but they will not return to park and the delay doesen't work. Any ideas?

Hi William,
Is that wire perhaps dark green/white in color? If so that is the wire that is responsible for the park function so that makes sense. That park function switch is key to shutting off the system.  I would check that the black wire from the wiper motor plug's pin 4 to pin 12 of the multi-pin ground block located just in front of the driver's door opening (on what is called the cowl) is patent and that in fact that wire is indeed grounded. If not, then the motor will not stop.
Other than that:
There are several possible wiring "short" situations that could cause this. If the wiper run at high all the time then I suspect that the white wire from pin 5 of the multifunction switch to pin 5 of the light gray plug at the power distribution center is grounded all the time. Or it could be that the red/violet wire from pin 7 of that same gray plug is grounded all the time, it goes to pin 73 of the body control module (at one of two 40-pin plugs at that module). Also it appears that the wiper switch setting depends upon there being voltage from the PTC #7 (fuse-like device (one of 12 in the lowest row) of the junction block under the dash via a dark blue wire to the pin 7 of the multifunction switch. So see if you have that voltage. It comes out of the junction block on pin 5 of the lower right 36-pin gray plug at the junction block.
Those are all the possibilities I can see, so let me know what you find, please. It is an interesting circuit!
