where on a 2000 dodge neon is the exact location of the resistor?

The latest manual I have for the Neon is '97 but it probably is applicable to your year car. It is located in the cowl air intake directly in front of the windshield. You remove the wiper blades and then the screen. Then remove the connector plug. The screws are partial threaded so also gently lever out around the edge of the block to get the threads on the two screws to "catch". That should allow you to remove the screws and then the block. Be sure that the replacement block you get is the one for your system; there is one for the vehicle that has AC, and one for a non-AC system.
Before you install it, gently separate the resistors with your finger tip so that they don't touch.
If you don't find it in the air intake cowl, then ask the dealer where you buy the block to show you the drawing in the parts manual which would show its location.
