Chrysler Repair: wipers dont park/ pause: turn signals flakey: 96 van, plymouth grand voyager, grand voyager

I have a 1996 Plymouth Grand Voyager. Sometimes the signal lights wont work,but yet the hazard light s work. When I put on the wipers on pulse, they run on and when I shut the wipers off they sometimes just stop where they are. Would this be the multi-function switch in the sterring column?

I only have the '93 and '98 manuals for the van, but I believe the '98 may apply to your van. I expect to receive a '95 manual next week that I bought on eBay so let me know if this doesn't check out.
On the turn signals, when they don't work I would take a look at fuse 12 (10 amp) in the junction block under the dash. It may have a subtle crack in its conducting wire that causes it to be intermittent. Otherwise you will have to wait until they won't work at all to further analyze the circuit. Let me know at that point in time. Check the fuse and its fit in the socket and the condition of the clips that hold it in place for now.
On the wipers: both the pulse mode and the parking action are done with the assistance of the parking switch located in the wiper motor itself. You can test that by pulling the plug at the motor. Jump battery voltage to pin 4. Then jump from pin 2 to pin 3 and then to a ground, e.g. (-) post of the battery or any shiny metal surface in the engine compartment. If it doesn't park, then the switch inside the motor is not working. You might be able to open it up and repair it, otherwise replace the motor.
