Chrysler Repair: 1995 Chrysler Concorde:electrical-AC blower, windows, 1995 chrysler concorde, electric door locks

Question
I have a 1995 Chrysler Concorde with 107,000 miles on it
It has all electric windows etc.Well the a/c will not blow
the compressor does not work, the electric windows do not work, but the power mirrors work, electric door locks work.Everything was working then quit.I parked it and came back next day and it would not start. It will turn over, but would not start.Later it started and has since ,but the a/c and windows still will not work.I checked all fuses and they are good, but when I tested # 21 & 22 (I  Believe) with a test lite while plugged into the fuse box I could not get a positive test.Other than gremlins Please give me an Ideal what it could be.Oh, my neighbor made a jumper wire from the battery to the hot side of # 22?? red 10amp and the a/c and windows started working. So it is somewhere between the battery and the fuse box,but where???

Thanks

Answer
Hi Russell,
I have the '94 wiring diagrams which should be identical to what is in your Concorde. They show that #21 is a 25A fuse for the AC blower and #22 is a circuit breaker for the power windows (that should be resettable if it is a circuit breaker by moving a toggle switch). So you need to be sure that there is 12V on both sides of those WHEN THE IGNITION SWITCH IS IN THE RUN POSITION. If you don't get 12V at all to those two, then you need to check 40 Amp fuse J in the power distribution center under the hood because that fuse supplies the section of the ignition switch that then sends power to 21 and 22. Also that same J lead feed fuses 6 and 7 under the dash that supply power to the ABS-AC control panel-back-up lamps and the airbag system, respectively. So just test for 12V on both sides of all those fuses and circuit breaker (it may also be a fuse) and if you aren't getting any power to them when the ignition switch is 'on' then check fuse J. If fuse J shows 12V on both sides, then your ignition switch's internal contacts for that section are not making good contact which you might be able to fix with a squirt of contact cleaner into the switch itself.
Let me know what you find if there is still an unresolved issue.
