Hi Kim,
There are several possibilities:
First there could be air trapped in the heater core loop so that heated coolant is not flowing to and thru the heater core. That is not too likely unless you had the cooling system flushed since the heater was last used and in refilling it the tech didn't use a procedure to avoid this trapping. You can check this possibility by touching the incoming and outgoing radiator hoses that pass thru the firewall from the engine compartment to the cabin. You will find them on the engine compartment side of the firewall, about midline. Both hoses should be warm if there is coolant flow.
Second would be the possibility that air distribution door inside the a/c-heater box under the dash is not responding to the temperature selector setting that you have requested. That "blend-air door" sends the air either to the a/c evaporator to be cooled or to the heater core to be warmed, or divides the air between those two paths to produce the desired result.
Third is the possibility that the thermostat that controls the temp of the coolant is stuck open. That you could notice by how the temp gauge on the dash is reading. It should read between 1/4 and 3/4 of full scale normally. If it doesn't ever get to 1/4 scale then you would get low heat output.
Is your system a digital control unit (with a digital readout of the requested temp) or a conventional unit with sliding levers for general setting of the temp? The checkout of the blend air door possibility will be different depending upon which. So let me know which kind you have and I can give you more info.
