My tension pulley wines when i tighten it, when i loosen it, it tends to come off. How do i determine the right amount of torque, if it's not in the manual.

Hi Shawn,
Please tell me the year and the engine that you are dealing with and which belt are you speaking of? Without specifics I can't give you any direction. Use the "rate the expert" tab and then use the comments area to tell the answers to my questions.
It may be that the tensioner is worn out (bad bearing) or is not in alignment with the plane of the all the pulleys that are being driven by the belt, so take a straight edge to the pulley and see if they are all in the same plane and that the pulley is parallel to that plane.
