Answer
Hi Don,
I don't have a manual that is specific for that car or year. But based on the LH body line of the mid-90s manual, there should be one fuse assigned to the system, so see if you can find a 20 amp fuse in the power distribution center under the hood near the battery, perhaps #4 but that is not certain. Then check to be sure there is a solid vacuum connection between the servo and the intake manifold. You can trace the cable from the throttle body to the servo to find it, perhaps on the driver's side strut tower. While you are that, check that the cable is connected at both ends. Make sure that the stop light switch isn't maladjusted by looking at the stop lamps from behind the car while it is in motion. The balance of possibilities include the electrical circuit check, a powertrain control module and the servo itself. There is also an electrical relay in the power distribution center under the hood which you could test electrically (jump 12v between the pins connected to 16 and 17, again perhaps, after removing the relay, listen for a click, them verify by showing continuity between 18 and 20).
Let me know what you learn. Sorry to not have the up to date manual, but I haven't been able to get one at a price I can justify as a volunteer.
