Answer
Hi Lech,
There is no self-adjustable idle speed provision in contemporary engines with engine controllers and electronic actuators/sensors. There is what is called an 'automatic idle speed' motor which is controlled electically by the controller which opens or closes a by-pass port in the throttle body to modify the idle. Chances are there is something wrong with the air handling/mixture of the fuel charge going into the intake. The controller probably has detected it and attempted to correct the problem by moving the AIS motor but can't overcome the difficulty. Or the AIS could be defective.
The quickest way to deal with this is to ask the engine controller to tell you what faults it has detected and which are stored as two digit numbers in the memory. Take your ignition key: "on-off-on-off-on and leave on" doing this in 5 seconds or less. Then watch the check engine light, which will remain "on" to begin to flash, pause, flash, etc.  Count the number of flashes before each pause. Repeat the readout to make sure you have the numbers correct. Then combine the numbers in pairs in the order they appeared, forming two-digit numbers which are the codes. The last number will be 55 because the last two groups of flashes will be 5 each.
Then write back or go to www.allpar.com/fix/codes.html for a code translator. It won't tell you exactly what is wrong but it tells where to look. Let me know and I can give you some suggestions. But tell me which engine you have there.
