We have a chrysler neon that will not start,
it turns over, timing belt checked and not broken, have 12.9 volts at injectors, noid light flashes once on initial crank and then stops flashing at injector plug, spark at no2 and no3 cylinders, sometimes wants to fire but doesn't, the car just died while driving, have fuel and pressure

Cylinders two and three are on a shared circuit in the coil pack itself.  Do you have spark on cylinders 1 and 4 as well?

Also, the cam sensor is tied in to injector firing as well so I would check the wiring harness to make sure it's not saturated with oil.

Is this a DOHC or SOHC?  5 speed or automatic?

What's the service history on the oil leaks (headgasket, cam sensor seal, oil pressure sending unit?)  These have all been problems on the 1g neon and if the wiring harness gets too much oil on it then you could have wires shorting together above the transmission near the cam sensor or on the back side of the block leading to the crank sensor.
