Chrysler Repair: draining the coolant..., drain cock, stiff wire

am i looking at the correct thing i see a flat handle that will turn on the driver side bottom of the radiator i think this is the drain cock but when i turnit a half turn is all it will do and nothing is draining out what do i do?

Hi Charlie,
I need to know the year and model of vehicle you are working on. It may be that the opening is clogged so you could try inserting a strong stiff wire into the opening where the fluid should exit. I won't recommend turning the cock past the stop without knowing which radiator you are working on.
If I am showed as maxed out, then use the "thank and rate" tab where there is a space for written comments. I will get an alert that you answered my question.
