Chrysler Repair: 1995 LHS Radiator fans, AC clutch, etc. dont work, amp fuse, illumination lights

Hi, hope you can help. My brothers 1995 LHS is having a problem with the fans coming on. It will overheat if the car is standing still. He has detirmined that the relays and fans are good. Other systems such as the AC clutch relay, evap purge solenoid, instrument cluster, and vapor canister leak detection pump are not working either. Any help would be appreciated. Thanks, Roger

Hi Roger,
I am a bit limited in not having the '95 wiring diagrams but rather the '94 shop manual and the Haynes '93-7 manual  which together show the wiring to everything you mentioned except the leak detection pump which apparently came into use after '94 but appears to be powered by the same circuit as the purge solenoid etc (F18). The fan relays, AC clutch evap purge solenoid, egr solenoid, and oxygen sensor are all powered from a 10 Amp fuse in position 20 of the junction block under the dash. So I would start by looking at the fuse and see if it has blown. If so, you can either try a new fuse and/or if it blows or you have to do some sleuthing on all those devices using a volt-ohmmeter to see which of them is overloading the fuse by measuring the resistance to ground that the fuse is looking at and then removing the plugs on each of the devices until you find the short. The resistance the fuse is looking at should be more than 1.5 ohms or the fuse will blow.  
I need a little more info about the cluster: is it the illumination lights or the instruments that are not working?
So let me know what you find with that fuse and the info about the cluster.
