Answer
I assume you have the fuel injected engine which has a throttle body underneath the air filter housing. Remove that housing (disconnecting all the hoses that are attached to the underside, front side and left side of it) and you will find the throttle body. The position sensor is on the passenger side of the body, in line with the throttle butterfly axle axis which operates the position sensor. The sensor has a three wire plug and wires that are colored orange/dark blue, black/light blue, and orange/white. It is held in place by two screws.
On the A/C, if the compressor is working and it has refrigerant charge then the problem may be with the air blend door in the underdash unit. It could be that the heat exchanger in the unit is cold but air is not being directed thru the coils but rather diverted due to faulty operation of the air blend door. Check the high pressure hoses to see if one is hot and the other cold and if so then I would believe that is indeed the issue. If so let me know what type of unit you have, conventional or automatic temperature control digital unit, and I can tell you about how to check out the air blend door possibility.
