Chrysler Repair: code 11 fault, crank shaft, tree sort

Not sure how to use multimeter properly. So for checking the volts I set the multimeter on 200 mv and for the Ohms I set it at 200k.  Could you let me know if these settings are correct. Using these settings however, I got these readings.

The plug sensor for the crank shaft for the 8v supply. The red wire in the top and the black wire touching the ground wire of the same connector.  My reading = 6.  Then the red wire in the top of the connector but then touching the engine block my reading was 17.  For the ground wire I got 1.3 ohms.  I disconnected the engine controller which I believe to be next to the battery.  I put the unplugged the block connector and touched the female connection Pin No 7 with the red multimeter and the black wire touching the earth of the battery and my reading was negative 9 (-9).  Pin 4 No reading and then I checked Pin 24 again on the female connector and my reading was negative 9 (-9) again.

Could you let me know if firstly, I am doing it correctly.  If not, is there anyway you could simplify it a bit more.  The initial fault of the car, it was running and then it just stopped and would not start again.

Why don't we do this? Tell me again what year and engine you have and I will find the best fault/event-tree sort of trouble shooting manual that I have about how to deal with the 11 code, xerox it and postal mail it to you.  
Then you can follow the instruction directly from the Chrysler manual. Just drop me an email to rfinston@hotmail.com with your address if you would like me to do that.
The spacer will self destruct when the engine turns faster, due to minute vibrations, so the fact that it is worn and still has some left is a good sign that it was positioned properly. I would go ahead and reinsert it and await the manual information I will send you. I hope that you have other transportation (like a bike, which is how I often run errands) in the meantime. It is a tough problem, and dealing with it from a distance is challenging.
