Hi John,
I don't have a manual for the '94 3.8L, but the '96-9 van maual by Haynes shows the tensioner to be spring-loaded and when you put a wrench on its pulley shaft bolt and apply torque clockwise (as veiwed from the front of the engine) the tension on the drive belt will be released allowing the single serpentine accessory belt to be removed. Then in the engine repair section there is no detailed instruction ("remove the drive belt tensioner from the engine")which suggests to me that it pivots on a single bolt at its lower end which may be the only thing you have to loosen to remove it. However, it is a step described in the overall procedure for accessing the timing belt and it occurs after several other components are removed, so I am not sure if you can access it without removing other things. If your engine is instead set up with two belts, and if it is similar in the belt drive to that of the '94 3.3L engine which I also have the manual for, then let me know that and I'll describe it.
