Chrysler Repair: !998 Chrysler Concorde LXI wont shut off, chrysler concorde lxi, drb iii

Question
The mechanics are stumped. First they completely removed the remote starter. I have to open the hood and pull the fuel OR starter relay in the fuse box by the motor. They have checked the wiring for shorts, changed those fuses that I pull to shut the engine off and tried to switch the black thing in the steering console, but still won't shut off. Here's what I do know, the key will turn the car off if done so within 20 seconds, if longer I then have to pull one of the fuses under the hood to kill the engine.
When the key is turned off, the heater blower goes dead, the steering woll lock and the windows have no power, but you can take the key out, put it in gear and drive it. I then have to open the hood and pull the fuse to stop the engine. When started again, I noticed the air conditioning comes on EVERY time. The car only has 59,000 miles and it is a V6, 24 valve, 3.2. liter engine. Any ideas? THANKS! Paul

Answer
Hi Paul,
Sorry I sent the same response to you twice, although this second question is very similar to your first question.
I believe after looking a bit further that this will have to be corrected at a Chrysler dealer. It probably is a problem with the sentry key immobilizer system (SKIS) that is not disabling the engine operation when the engine is shut down. I would lean on the regional manager or the Corporate headquarters to fix this for free because it is an obvious safety issue that you can't turn off the engine and shut off the fuel and spark which is all that is needed to get burned up in your car in case of an accident. If they won't fix it for free report it to NHTSA in Washington.
It can only be repaired with DRB III if it is a programming issue or a module replacement if it isn't that. The DRB also is used to inquire of the system for faults that it may have recognized and there are procedures to follow according to the fault code readout.
Again, let me know how this is resolved.
