Hello again Roland,
I spoke with the owner and he has said for the start problem the fuse that blew is a 20 amp ignition fuse. Once he replaces it, about a week later it will blow again.
It also starts first thing in the morning when cold, but when its warm you have to try to start it twice...strange. I have checked all the fuses for the powertop/mirrors and every fuse checks good. Is it possible for a circit breaker to be in another location? Thank you again for your time and assistance.

My friend has just purchaced a 96 sebring and I have been trying to help him with the problems he is having. First of all, his power top and power mirrors both failed at the same time. I checked the fuses and tried to wiggle the switch control to see if it was intermittent but now luck. Dont know were to begin. I am still looking for a wiring diagram for the Power top. Also the car has failed to start on two occations and found a blown fuse we replaced it and drove it for several days then it would blow again. Thank you for your time and attention.

Hi Ladd,
I don't have the wiring diagrams for the Sebring convert, but the predecessor model uses a circuit breaker rather than a fuse for protection of the wiring. So look under the dash to find in the fuse box a circuit breaker rather than a fuse that might be labelled power top. See if it can be "reset" and if not then test to see if it is continuous or open with an ohmmeter. I can't be sure that the power mirrors are on the same breaker but see if you find any other fuse socket with such a label. You might also look at the large fuses (40 amp) in the power distribution box that is under the hood to see if any are blown there because the circuits are set up with a cascade of a large fuse that powers several smaller fuses under the dash, so the blown fuse for the top and mirrors might be in that box.
If you can tell me any wording on the fuse socket that blew that caused the failure to start, I could give you some ideas as to what component on that circuit might be at fault. Also tell me which engine is in the car.

Hi Ladd,
As I said I don't have the wiring diagrams, but if you can tell me which 20 amp fuse in the power distribution center blows when this happens I do have the diagrams for the contemporary Cirrus/Stratus, and Chrysler engineering is done very meticulously, so that if you can tell me the color of the wires that are connected to the pins of that specific fuse holder I can identify the circuit that way. There are about 6-20 amp fuses in the wiring diagrams I have but we can narrow down the problem items by identifying the circuit in question. You won't know which fuse until it blows again, so just carry extra fuses until we sort this out. One of the wires to the fuse socket will likely be red, but the other wire is the key as to what circuit is involved in shorting the fuse.
On the power top and mirrors, if you have found the fuses/circuit breakers under the dash for those purposes and they are o.k., then what you want to do is check to make sure that at the fuse socket one of the pins (either one, not both) has 12V supplied to it which would verify that your problem isn't due to a blown fuse upstream from that socket. You can do that with a voltmeter, or a neon 12V glow light, where you place one lead on a ground point (a shiney metal surface attached to the body or structural element) and the other wire to first one pin then the other pin of the fuse/breaker socket and see if there is 12V arriving at the socket. If it is  then I would suggest that you check for voltage at the control switch for the motors, of course with the ignition switch turned on. If not then there is a fuse blown in the power distribution center. If you don't hear a click from the trunk when you try the power top then the power to operate the relay for the potor for the top is not present. So listen for any sound.
