Classic/Antique Car Repair: 1931 model a, jumper cables, ground cable

Question
My car has been sitting in my garage for several months
When I tried to start it, I. Had a very weak response from the starter and then nothing
Charged the battery and reconnected cables, including cleaning and reconnecting the ground cable
There is a very slight indication that the starter is getting some power, but will not turn over
Another perplexing note is that I have no power to lights/horn,etc
Battery is good
I have also tried to connect jumper cables to the starter directly-still nothing
Your response is greatly appreciated

Answer
Hook a 12v battery to your battery and see if it will spin the engine over.  There is a big voltage drop in today's 12 v. jumpers, so you can't jump 6v to 6v.  Put the car in 3rd gear and push it backwards to make sure the starter pinion is not jammed in the ring gear.  If it turns your engine a bit, it is OK.  It not, you will hear a big bang when it breaks loose.  Assuming all the cables are tight, it could be corrosion within the crimped ends.  Make sure the crimps around the cable are tight also.  If you get good 6 volts to the starter, it will turn the engine over.  Go to blurb dot com and search for jackbahm.  I just put a book there that should help.  You car read it all on line.  No need to buy it.  It is called "Get a Horse"
Check your fuse if you have one.  It is just a matter of tracing the power from the battery.
Good luck and let me know how you make out.  You should also buy Les Andrews red book, the model a mechanics handbook.  About $35 from MARC or any of the parts suppliers.  We all have it and use it a lot.
