Classic/Antique Car Repair: locked brake 1971 Dodge, drum brakes, flex line

seldom used 1971 dodge charger w/ front DRUM BRAKES .. after sitting i year brake pedal went to floor. bled front brakes and  got a tremendous amount of air out  of the line on driver side and eventually got a good hard pedal,  however the wheel on that side would not turn. went back and forth and the wheel would not turn only dragged along. again these are manual front drum brakes   thanks art

Answer
First crack the bleeder screw on that wheel and see if there is pressure behind it. Then close the screw and try to turn the wheel. If the wheel turns after cracking the bleeder screw either the flex line to that wheel is coming apart inside and blocking the return flow of the fluid, or the check valve in the master cylinder is bad or the master cylinder itself. My guess is that it is the flex hose going to that wheel.
