QUESTION: I installed a brand new speedometer cable on my 58 chevy biscayne l6, it isn't working. Is there anything else that one would have to do other than just install it to get it to work?

Answer
Take the end of the cable off the speedometer head and leave it connected to the transmission. Jack up and support the rear wheels and start the engine, put it in gear and accelerate till the rear wheels are turning. If the inner cable is rotating everything in the transmission is ok. If not you will need to check the speedometer drive gear in the transmission. If it is spinning then the problem is in the speedometer head.
