Classic/Antique Car Repair: Spark, coil wire, 1940 chevy

I have a 1940 Chevy Special Deluxe that will not start.  I replaced plugs, plug wires, points, distributor, and rotor button to no avail.  I have spark through the coil and to the distributor, but not to the plugs.  I confirmed the points are properly gaped to .018.  Do you have any suggestions or can you point me in the right direction for assistance?

If you short across points with the power on, does it spark?

When you say spark to distributor, do you mean out of coil wire at dist cap or under cap on carbon tip?

If you have cap off and crank it, does spark shoot across to the wire prongs?

Also, did you match old parts to new ones, such as reach of rotor prong?
