Classic/Antique Car Repair: Horn not working, chevy bel air, jumper wire

Hi I own a 1956 chevy bel air 4 doors sedan and I have a small problem that can get big if it's not fix before my yearly government car inspection and as you know the HORN must work.
1- I verified the horns and both work when put direct with the battery
2- changed the horn relay but noting doing

Ah Ha, but did you verify that there was voltage at the relay, or that the wire going  from the relay to the horns was intact? A voltmeter and ohmmeter is a great tool to use here. The horn relay has one wire hot at all times and the other big wire runs to the horns. Disconnect at both ends and check with the ohmmeter. The smaller wire on the horn relay runs up through the bottom of the steering box to the top of the steering column. Once there it waits for the driver to press the horn button completing a path to ground. You can use a jumper wire at the relay to the ground wire to ground to check the horns, wires and relay. If the horns toot when grounding this connection then the problem is in the steering column.At that point you do not need to remove the steering wheel on this car just the horn button and check the wires and connections.
