Classic/Antique Car Repair: 1967 volkswagen beetle, copper ring, signal mechanism

I recently repaired (so I thought)the turn signal mechanism on my 1967 (it was completely loose.  I figured out it appeared to be a small metal tab so I slipped it back  inside the cover of the steering column and screwed it in and wa la the turn signals now work.  I placed the steering wheel back on and afixed all screws attached to my horn ring but for some reason the horn remains blaring when I screw the horn screw back in.  I asked if maybe I was placing the copper ring in backwards, the screws/springs in wrong etc., Rocky mentioned I may have forgotten to put a plastic insulator ring in before the copper ring but there was no insulating ring???? Please help.  It's my first project on my bug.  Thanks.

The only reason for the horn to activate is metal to metal contact somewhere. The horn assembly "floats" on a suspension of non-conductive parts. If a screw or other metal piece makes contact it shouldn't, your horn will never stop.

Look back at it again and find where you have allowed contact to happen and repair accordingly.
