To test any piece of electrical equipment you would need a good analog and a good digital multi-meter as would be available from a place like Radio Shack. On all modern cars since I believe about 1982 there are on board diagnostics OBD and since about 1996 what is called OBD-II systems which set certain trouble codes in the computer of the car. You must have a code reader for your particular make of car, which youcan generally get through a place like J.C. Whitney or other automotive speciality shop or vendor. Unfortunately, I do not know of any web sites but you could go to "Google.com" and input "automotive electrical diagnostics" or similar and see what comes up!  Good luck!
