Dodge Repair: unable to release hood latch; 99 intrepid


Question
Hi Kevin.  I have been trying unsuccessfully to release the hood latch mechanism.

1) I have already tried: disconnecting lever on driver's footwell, & pulling cable. There is a lot of tension, but no release action.
2) lubricated latch mechanism w/ WD-40,
3)  heated entire area of latch mechanism, (its been snowy & cold for days)
4) pushed down firmly on hood while simultaneously pulling cable;  can't detect any latch action.
5) viewed latch mechanism by prying a gap between soft fascia & underside front edge of hood.

Observed that the primary latch is engaged over the top of the "hoop" (?) connected to the underside of the hood.
Q: Is there way to externally access the catch mechanism of the latch from outside the car ?

Thanks for your question and sorry for the delay but I just found your question in the "pool".
It wasn't clear to me whether or not you had tried to access the hood latch mechanism from underneath the car. It is bolted to the cross member by the radiator (1 bolt on either side of the latch mechanism) and if you removed those bolts then the latch would come loose and the hood should be free to lift. So from underneath the car see whether you can identify the latch mechanism and remove the bolt that secure it to the cross member.
