Dodge Repair: 2004 Dodge Ram 1500 5.7 Hemi Tension Pulley, dodge ram 1500, air filter assembly

2004 Dodge Ram 1500, 5.7 Hemi.
I'm replacing my serpentine belt. I place a 15mm wrench on the tension pulley bolt to turn the tension pulley clockwise in order to remove/install the serpentine belt, but instead of the pulley moving, the bolt turned. Isn't that how its done on this motor? If so, what do you think I'm doing wrong?

5.7L ENGINE
Remove the air intake tube between intake manifold and air filter assembly.
Insert a suitable square drive ratchet into the square hole on the belt tensioner arm.
Release the belt tension by rotating the tensioner clockwise .Rotate belt tensioner until belt can be removed from pulleys.
Remove belt.
Gently release tensioner.
