Dodge Repair: dodge 5.2 will not circulate coolant through radiator, radiator hose, air blows

Hello,I have a 1997 ram 1500 that is running hot@ 210 on gauge but feels much hotter.   
Initially I had replaced a leaking water pump and over time noticed that I was unable to regulate the inside cab temperature; (extremely hot air blows from the vents)
I have replaced the thermostat, confirmed that the radiator is not blocked and pulled the pump to check that the impeller is still attached to the shaft. The top radiator hose and attached tank will eventually get hot but the radiator stays cool.
I have removed the top hose at radiator and I do get some water out of it but not a lot. I do not see any bubbles in coolant nor scum in the oil. I have not changed the belt but the tensioner has been replaced and all the other belt driven accessories are working fine. Any suggestions are greatly appreciated.

has it ever occurred to u that u are dealing with a door or a motor issue inside  and has nothing to do with anything outside? Why would a temp gauge lie? Do u have any readings from a thermal gun to show that the outside temp is higher then the 210 being shown by the temp gauge?
