Dodge Repair: 2001 Grand Caravan EX, output shaft, grand caravan

Question
QUESTION: The van has dual zone heating and AC.  Can't get heat to the passenger side.  Blows cool/cold air with the temp control to max heat.

ANSWER: make sure the coolant in the radiator is full first of all. If that is good  U could be looking at an actuator that is bad under the dash.

QUESTION: Not sure why coolant would affect passenger side.  I do get heat to the driver side.  Actuator sounds like the culprit.  Is it accessible or is it one of those pain in the a.. jobs that require taking the dash out?  Do you know if it's right of left of the center console?
Thanks
