Dodge Repair: chrysler van a/c, chrysler town, c lines

QUESTION: my son had a mechanic replace his a/c condenser and evaporator core and recharge the system. now he called me and said the a/c clutch is engaged all the time and line freezes up and makes engine run rough. No matter where you set the control even off it keeps pumping, any idea what is wrong bad clutch?
never did this before repair.

QUESTION: It is 2001 Chrysler town & country van with flex fuel engine.
He pulled out the a/c clutch relay and clutch doesn't release.
it just keeps pumping and building pressure and frost on a/c lines. He lives in Florida so can't visit your shop. Do clutches sometimes stick and can they be released?

unplug the connector at the compressor  then see if u have a a wire issue  like a short to power where it not suppose to have one. most of the time the clutches will not work at all  I have not seen one stick and stay on. When was the condensor replaced any way?  oh and  in 11 years I have not replaced an evap in an RS mini van yet. The condensers always leak at the pass side lower end.
