Dodge Repair: Turn signal flasher on 2000 Dakota, passive restraint systems, proper receptacle

Question
The turn signals on my 2000 Dodge Dakota only flash a couple times and then remain off.  Can I assume this is a failing flasher module.  If so, can you tell me where it is located and how to change it?   Thanks!
