Dodge Repair: Wont Start, dodge grand caravan, key cylinder

QUESTION: I have a 1997 Dodge Grand Caravan SE, 3.3 6cyl fuel Injection.  I just replaced the starter for troubleshooting a no start issue.  When I turn the ignition key, the panel lights all light up like normal, but the engine does not crank over. However, when playing around with the ignition key switch, the engine will start.  After turning it off, the same problem occur.  I am not able to start the car when turning the key on.  Would it be a faulty ignition switch?  If so, is there an illustrated procedure how to remove and install a new ignition key switch.  Or is it something else?  Please help.

QUESTION: Thanks for the quick reply --- I will take anything you have.  Do you think it also could be the starter ignition switch?  If so, do you have any procedures on how to replace it?  I appreciate any help.

the ign switch is the same one I was talking about =)  I dont have pics on how to replace it only text.

IGNITION SWITCH
The ignition switch attaches to the lock cylinder housing on the end opposite the lock cylinder Ignition Switch - Viewed From Below Column For ignition switch terminal and circuit identification, Refer to Wiring Diagrams.

REMOVAL
Disconnect negative cable from battery.
Remove steering column cover retaining screws Steering Column Cover
Remove parking brake release cable from handle Parking Brake Release Cable
Remove screws holding steering column shrouds Steering Column Shroud Screws and remove lower shroud.
Place key cylinder in RUN position. Depress lock cylinder retaining tab and remove key cylinder Lock Cylinder Retaining Tab
Remove ignition switch mounting screw Ignition Switch Mounting Screw with a #10 Torx® tamper proof bit.
Depress retaining tab Steering Column Cover or Ignition Switch Retaining Tab and gently pry ignition switch from steering column Removing Ignition Switch
Disconnect electrical connectors from ignition switch and remove switch Ignition Switch Connectors
INSTALLATION
Ensure the ignition switch is in the RUN position and the actuator shaft in the lock housing is in the RUN position.
Install electrical connectors to ignition switch.
Carefully install the ignition switch. The switch will snap over the retaining tabs Ignition Switch Installation Install mounting screw Ignition Switch Mounting Screw
Install upper and lower shrouds.
Install key cylinder (cylinder retaining tab will depress only in the RUN position)
Connect negative cable to battery.
Check for proper operation of ignition switch and key-in warning switch.
