Dodge Repair: Fuel sending assembly, 95 Dodge Dakota, dodge dakota sport, neutral safety switch

QUESTION: Hi Kevin,
I've submiitted my question before, probably it did not go through or you were on vaccation, I never got an answer.
Anyhow, my "95 Dodge Dakota sport" would not start, due to the fuel pump/sending unit (located inside the tank) not being activated and it's new. At some point when I first experience the problem, I was directed by the shop to put in a new pump and they did. Subsequently as the same problem continues, they realized that there never was anything wrong with the other unit to begin with, but rather an electrical issue was the problem. Sometimes it's powered and you can actually hear it going, at which point the vehicle would start without any hesitation. Other times you don't hear a thing and it simply won't start. Now the shop leaves me on my own, claiming they do not have the expertise for electricals, but can assure of one of two possible situations causing the sporadic response of the pump. The first being a weak ground which will need to be resolved or the second being the positive wire bleeding out charge diverging it to "who knows where?" resulting in a lack of juice reaching the unit and consequently not firing. Kevin, what gives? Please help!
By the way, I should mention that it is a V6 3.9L with a standard transmission whose neutral safety switch must have been tampered with by previous owner(s), since the truck can be started without depressing the clutch pedal as it should. HELP! HELP! HELP! PLEASE! How can I locate the culprits and fix them (I have my share of tools and consider myself fairly handy and mechanically inclined). If you could share a bit of your expertise, I'd be right back on the road!

ANSWER: I dont have  a wire diagram for this year I cant be to much help there. If the fuel pump not coming on is an issue  jump the relay to make it always come on to see if u have a control issue or a wire issue to teh pump.

QUESTION: How do I best jump the relay withoutshort-circuiting the system or any other risk?

get a test light  u will have 2 power sources 1 ground and one  output wire. pin 30 and 86 need to have power.pin 85 will be controlled by a ground from the PCM. Pin 87 is what goes to the fuel pump as power. so jump pin 30 and 87 see if the pump comes on and stays on.
