Dodge Repair: ignition problems?, fly wheel, 2001 dodge stratus


Question
I have a 2001 Dodge Stratus Sedan that recently, upon starting, would make a grinding noise.  It sounded like the starter was engaging after the car had started.  I consulted my father in law who said it was probably something in the starter.  We took it apart and found that the armitures were worn.  I had it rebuilt, and it sounded good when tested on the bench.  when we got it in the car, it continued to make the same sound.  

My questoin is, do you think it is likely that when the key is turned, the ignition is hanging up?  Or, what is your answer?

most new cars have a starer over run feature  if u start the car and try and start it  it should not do anything. Have u ever heard of a starter spinning while the car is running  does it sound like that   if yes and that is the issue  then u might be looking at the starter it self the tranny computer for not seeing how fast the fly wheel is spinning or the pcm not seeing how fast it is spinning.I live in Atlanta
