Dodge Repair: Replacing the air filter, dodge caravan, 10mm

I have a 98' Dodge Caravan and I am trying to replace the air filter. I removed the 2 bolts but the cover will not lift up. There's no other screws or bolts so I don't understand why I'm having such difficulty with this.

u will also need to loosen the clamp on the hose up top and the one right below where u took off the 2 10mm bolts. The that will come off then u have one more 10mm bolt holding the filter housing in place.I live in the Atlanta area I would be glad to look at it for u.
