Dodge Repair: Plymouth VoySW 1998, shit hits the fan, probs

Question
In August 2003 my van was in an accident. Front end damage. Van was deemed drivable. In the third year after the accident my van began to have problems with starting. You could hear it trying to turn over but it just wouldn't connect. What could the problem be and how do I get it repaired without getting ripped off? I have taken to a mechanic and paid out $1600 without the problem being rectified. The mechanic said he couldn't find the problem and still demanded the money for the work. I paid and am no longer able to use my van, it has been parked outside my home for over a year now and I would like to have it repaired but what am I looking for and how to I tell a mechanic. If one mechanic couldn't find the problem, how am I assured another could remedy the problem?

Answer
that my friend is a million dollar one to ask. I have this same issue in the dealer I work at we have hacks there that cant figure out real probs if there live was on the line and i get to clean up the mess when the shit hits the fan.
There is no real way of doing what u ask but if u find some one stick with him or her.
If u live near Atlanta I can look at this for u
