Dodge Repair: Where is the turn signal relay on a 98 Dodge Stratus?, fuse panels, signal relay

I can't seem to locate the turn signal relay anywhere near either fuse panels. Help!

COMBINATION FLASHER
The flasher is mounted to the back side of the multi-function switch. To gain access the upper steering column cover must be removed. Refer to Steering Column Cover removal procedures below. The flasher can be removed by pulling it forward. The flasher is serviced separately from the multi-function switch.
