Can you tell me if there is a way to manually reset the check engine light on a 1996 dodge caravan?

No, but if you know someone with an OBD II tester they can reset it for you.  However you need to know why the check engine light is own.  That light is there to keep you from doing damage to your vehicle.  This same tester will tell you why it is on.  If you need further assistance wright me back.
