Dodge Repair: fan blower, blower motor resistor, blower works

The fan blower on my 2002 grand Caravan only blows on high speed . air conditioner and heat are working just no control of blower speed . The rear blower works at all speeds. Can't find anything in the manual for the relays or fuses..
everything else seems to be operating normally

It sounds like the blower motor resistor has failed on your fan.  There's another response I gave to Dianna earlier today to describe the symptoms but if I'm not mistaken your blower motor resistor is no longer under the hood.  I beleive it is inside the car near the the blower motor itself.  There may even be a revised part out that requires slight modification of the HVAC box to accomodate the newly shaped resistor.
