Dodge Repair: ac not blowing cold, home mechanic, dodge neon

hi,
have 96 dodge neon 2.0 liter, expresso 2 dr coupe.

AC not blowing cold, the compressor clicks on and off about every 20 seconds, as soon as it clicks it robs engine power and shuts the fan off.  The heater works ( ha ha we live in Florida).  
We tried to use the leak test, but saw no visible signs of leakage on the pipes.
We bought this car for our daughter's 1st car, wow- we have had a lot of problems, but fixing them one at a time.

Also,  the front driver side wheel, makes a bumping noise when you turn towards the right, you feel it where you rest your left foot and under the brake.  Any idea what to check?

We have no prior repair history, other than what we have done, timing chain, new water pump, head gasket, sodiered the cluster board so speedometer works more often, etc,,

Hi Cindy,
Your A/c Problem is either low pressure, or a restriction in the system.  I am betting on the restriction.  The a/c system is no place for the home mechanic to mess with... its dangerous. Please take it to a shop for the A/C


As for the noise, look at the C/V boots (rubber boots just on the inside of both front wheels) If they are ripped,torn, or leaking, that may be what you are hearing.
If that is the case, you will need to replace the axle on the side with the trouble.
