why do i have high presser on the low side
1998 dodge neon

Answer
I assume you mean when the engine is off.
With the engine off, pressure on both sides of the a/c
system equilize through the orfice tube.
So, with the system off, your pressures should be nearly
the same on both sides.
If you are really interested in this, let me know and I will
send you a more detailed answer explaining how the compressor and a restriction (usually the orfice tube) create a high and low side.
