The Automatic Transmission on my 1993 Intrepid will not shift to a higher gear once in a while.  Sometimes when I turn the car on and off it will work fine.

the trans sounds like it is going into limp in mode which is a safty setting for the trans when the computer detects something wrong,

What you should have done is have the trans computer checked for any problem codes in the computer. This will let you know why the trans locks in 2nd gear sometimes.

When you have this problem and turn the car off the computer is reset and that is why the car will then shift correctly. It will do this untill the computer detects something else wrong.
