Dodge Repair: tensioner for belts, power steering pump, dodge neon

  i have a 96 dodge neon.i have lost 3 power steering,ect belts(2 in a very short period of time)within the last 6 months.the last one was put on aprox.6 weeks ago-i drove it without one for around three months.this one is still on the car,but shortly after it was put on it started making the"noise" of the alternater belt when cold, if you know what i mean.not all the time just here and there and every so often i had power steering by "armstrong",in 1 trip to work for example i would have power steering off and on for the 2 miles to work.fluid is fine and the pump seemed to be fine.now the "NOISES" are really bad -there are at least 3or4 differant ones,when i have power steering by"armstrong" i don't have the noises(which is more often now).i recently took it to a friend who works as a machanic and was told it was my "tensioner"used for tightening up the belts-they are very loose.anyway i can't seem to find ANY part store that can find this part listed in their books for this car.i have had 3 differant people look and tell me 3 differant things-ac pump going out-power steering pump going out-and now tensioner.i guess my question is does my car have a tensioner if not what else might it be.i can't keep the belts tight and the noises are herendous. i'm afraid of doing serious damage to my car by driving it like this,but i don't have a choice.please help! thankyou     brenda wiley

Yes you car as a teninser it is a dealer part and thet keeps it tight on power steraling and air cond.
